
Carl Jenkins began his working life as a builder, spending over a decade honing his skills and developing a strong interest in health and safety. His transition into the care sector came unexpectedly but meaningfully, after completing building work for Ordinary Living Ltd. Encouraged by founder Stephen Turner to support an individual in a wheelchair, Carl quickly connected with the ethos of person-centered care and never looked back.
Carl’s natural attention to detail and caring nature saw him rise through the ranks—from support worker to house manager, and later into health and safety and quality assurance roles. His passion for improving lives, both for the people supported and the staff around him, became the driving force behind his career.
After gaining valuable experience with other care providers and deepening his understanding of CQC compliance and business operations, Carl returned to Ordinary Living as the Registered Manager. In 2025, he founded Independent Waves Ltd, continuing the same values and ethos while modernising the supported living sector across Devon.
Carl believes that “you are only as good as the team you have around you,” and under his leadership, Independent Waves is built on a foundation of compassion, quality, and innovation. He is committed to being open, honest, and transparent, and strongly believes that families are just as important as the people we support—a principle that guides every aspect of the service.
Carl is passionate about delivering high-quality care and ensuring that every individual receives the support they deserve. His strengths lie in his caring nature, keen eye for detail, and unwavering commitment to quality.
Outside of work, Carl enjoys spending time with his family at local festivals, surfing, camping, rugby, football, and kayaking.

Each team member takes on the role of a keyworker, acting as an advocate to ensure that every person’s needs, wishes, and aspirations are truly heard and fulfilled. We are committed to helping individuals maintain their unique identities and live as independently as possible.
To support this, we embrace assistive technologies, such as Alexa devices that empower people to take control of their daily lives and routines.
We understand that challenges can arise, but we approach them with a focus on positive risk-taking and person-centred solutions. Our team is highly skilled and experienced, with all staff completing comprehensive mandatory training, as well as specialist training tailored to the unique needs of each individual they support.
A high percentage of our team have achieved NVQ Level 2 or above in Health and Social Care, and we actively promote further development through our Apprenticeship programme.
Our team is built on trust and continuity. Many of our staff have worked together for over three years, with some having supported our journey for more than five. This consistency ensures strong relationships and a deep understanding of our shared values.
Wherever possible, we match individuals with staff they feel most comfortable with because we know that positive relationships lead to better outcomes.
